NUPRC Permit - Complete Guide for Oil & Gas Service Companies
The Nigeria Upstream Petroleum Regulatory Commission (NUPRC) issues the Oil & Gas Industry Service Permit (OGISP) to companies that wish to operate in the upstream oil and gas sector.

This permit is the official authorization to offer services such as engineering, logistics, procurement, and technical operations in Nigeria’s petroleum industry. Obtaining it is a legal requirement before you can bid for or perform work with oil and gas operators.

NUPRC Permit Categories There are three main permit categories:

General Category – For small-scale suppliers and contractors offering basic goods and services (e.g., catering, cleaning, office supplies).

Major Category – For medium- to large-scale technical operations that require equipment and technical expertise (e.g., civil works, fabrication, instrumentation).

Specialized Category – For high-risk or advanced technical services requiring professional certifications (e.g., pipeline construction, offshore welding, NDT, subsea services).

Documents Required for NUPRC Registration Prepare the following core documents; additional items may be requested depending on the category and services offered:

CAC Certificate of Incorporation, status report, Memorandum & Articles of Association (MEMART)

Tax Clearance Certificate
NSITF compliance evidence or receipts,
Company profile and list of services
Equipment/asset register (for Major/Specialized categories)

CVs and technical certifications of key personnel (for Specialized services)
HSE policy, insurance certificates, or quality management documents (as required)
Ensure scans are clear and all registered company information (CAC) is current.

Common Mistakes to Avoid
Uploading expired or invalid tax documents or NSITF receipts.
Submitting incomplete or inconsistent CAC information.
Selecting the wrong service category for your core business.
Omitting equipment details or technical CVs for Major/Specialized applications.
